Little Salmon Solar at a glance
Little Salmon Solar is a 200 MW solar facility being developed by Boralex to be located in the Towns of Fort Covington and Westville in Franklin County, New York. Currently in early-stage development, with environmental surveys currently (2025) ongoing. The project is subject to the New York State Article VIII permitting procedures. Boralex will keep stakeholders updated throughout the process.

Application Update
On May 26, 2026, Boralex submitted its Article VIII application for Little Salmon Solar to the Office of Renewable Energy Siting and Electric Transmission (ORES). To track progress on the application please visit here.

Pursuant to 19 NYCRR § 900-1.5, Little Salmon Solar will submit with the Application $1,000 dollars for each MW of capacity for local agencies and potential intervenors, which for this project totals $200,000. Any local agency or potential community intervenor can submit a request to the Office of Renewable Energy Siting and Electric Transmission for funding within thirty (30) days of the date of the application filing. Of the available local agency account funds, 75% shall be reserved for local agencies. Project Benefits
The Project will offer significant economic, social, and environmental benefits to New York State (NYS), Franklin County, the Towns of Westville and Fort Covington and the local School Districts, including:
- Create approximately 150 jobs during construction;
- Create long-term jobs to support operations and maintenance;
- Boost local economy and add commerce for local businesses during construction and operations;
- Provide significant revenues to the Town of Westville and Fort Covington, Franklin County and to the Salmon River and Malone Central School Districts;
- Provide quiet, emission free and reliable power generation for the equivalent of approximately 56,000 NYS households per year;
- Help NYS achieve its goal of 70% clean power generation by 2030 and 100% by 2040.

Permitting Process
Boralex continues to engage with the public and the local community (e.g. landowners, town and county representatives, state officials, school districts and groups of interest) and will pursue this consultation process throughout all phases of development and operations.
Environmental and permitting activities began in Q4 2024 and will be governed under the new Article VIII state permitting process through the Office of Renewable Energy Siting (ORES). All project infrastructure will be situated in such a manner as to respect municipal, state, and federal regulations as well as taking into consideration feedback from residents and other stakeholders.
Environmental and Health Impacts
- Grassland birds: The Facility has been designed to avoid habitat to the extent practicable, and Boralex will mitigate for regulated activities in occupied habitat.
- Wetlands and streams: The Facility has been designed to avoid State and Federal wetlands and waterbodies to the extent practicable, and Boralex will mitigate for regulated activities in wetlands and waterbodies.
- Visual resources: All findings of the Visual Impact Assessment will be provided in the Article VIII application, and planting plans will be evaluated to reduce Facility visibility.
- Archaeological and historic architectural resources: Archaeological surveys will be complete in November 2025. Boralex will be submitting the findings of the surveys to the New York State Historic Preservation Office (SHPO) for review. Boralex will ensure the project is designed to avoid impacting any historic resources identified within the project boundary.
